At the ESIG Stakeholder Day in Brussels, representatives from industry, the European Commission, academia and across the value chain came together to discuss the future of chemicals policy. Solvents were at the centre of the debate: often underestimated, yet essential for a wide range of industrial applications, from pharmaceuticals and agriculture to construction, automotive, and high-tech processes.<\/p>\n
One key insight emerged: regulations at the substance level have impacts far beyond the individual case.<\/p>\n
As solvents are part of tightly interconnected, integrated production systems, the loss of a single substance can disrupt entire production structures \u2014 or even make them economically unviable.<\/p>\n

The potential consequences are clear:<\/strong><\/p>\n At the same time, Europe\u2019s chemical industry is under mounting pressure. High energy costs, rising regulatory burdens, and weak demand are leading to declining market shares and a shift of investments outside Europe.<\/p>\n The underlying trend is evident: Europe is not losing innovation capacity \u2014 it is losing attractiveness as an industrial location.<\/p>\n Participants agreed that protecting human health and the environment is a top priority.<\/p>\n A central message was that hazard alone is not a measure of risk. What matters is actual exposure, whether and to what extent people come into contact with a substance.<\/p>\n In industrial settings, processes are typically well controlled and risks actively managed. The example of neurotoxicity illustrates this point: a potential hazard does not automatically translate into a real risk under practical conditions of use.<\/p>\n This highlights the need for a proportionate, risk-based approach that ensures high safety standards without unnecessarily restricting innovation and applications.<\/p>\n This perspective was also underlined by EuPIA, representing the printing ink industry. Changes at the substance level can have immediate effects on applications and supply chains, making a differentiated assessment of risk and exposure essential.<\/p>\n The European Commission signalled openness to dialogue and willingness to adapt. Stefan \u00c5str\u00f6m (TFIAM, UNECE) led the discussion and who highlighted a clear shift underway in European air policy. As the Gothenburg Protocol is being revised, the focus is gradually moving beyond traditional emission reduction targets towards a stronger emphasis on real-world impacts, particularly on human health and biodiversity. This evolution also reflects a broader move towards more risk-based approaches and closer links with climate and energy policy.<\/p>\n The meeting was about the growing imbalance between the EU and the rest of the world. While emissions across Europe continue to decline, levels outside the EU are expected to remain higher for longer. At the same time, participants reviewed the continued downward trend in VOC emissions across Europe, alongside emerging developments in Ecolabel criteria, which may have tangible implications for the paints and coatings sector.<\/p>\n Members also agreed to streamline the ESVOC structure by pausing inactive subgroups while keeping enough flexibility to respond to upcoming policy developments.
